Buffalo Township and Clinton Township have a comprehensive plan in place, and in 2006, they received their final installment of a Local Government Academy Multi-Municipal Planning Grant to conduct workshops and prepare zoning and subdivision ordinances in order to implement their comp plan. An analysis of TDRs and and redrafting of zoning and subdivision/land development ordinances is underway, and their adoption is anticipated for mid-2008.

In addition to a multimunicipal comprehensive plan and implementing ordinances, these municipalities are also jointly preparing a detailed greenway plan under a separate funding arrangement.

The motivation for these activities includes their desire to:
  • manage growth within the fiscal capacities of the municipalities
  • manage growth to retain a rural atmosphere by protecting and building on their environmental assets.
These communities are to be commended for taking the initiative to address their common issues and obtaining grants from several sources to ensure a comprehensive approach.
