In 2003, Greensburg City, South Greensburg, Southwest Greensburg, and Hempfield Township received a Local Government Academy Multi-Municipal Planning Grant to prepare a multi-municipal comprehensive plan which was adopted by all municipalities involved. In fact, this comp plan received the 2006 Governor's Award for Local Government Excellence.

Hempfield Township hired a planner to implement the plan, and also adopted a traditional neighborhood development (TND) overlay distict, and have hired personnel to update their zoning ordinance. Greensburg created a Historic and Architectural Review Board, established two overlay districts, and has undertaken several redevelopment projects that were recommended in the comp plan. Greensburg and Hempfield have also partnered with the Pennsylvania Department of Transportation (PENNDOT ) to recreate the Mt. Pleasant corridor.

This success story is attributable to the recognition by all participating muncipalities that they were mutually dependent. In fact the steering committee adopted the title for their plan as "Our Community".
