![]() In 2003, Lancaster Township and Muddy Creek Township received the final installment of their Local Government Academy Multi-Municipal Planning Grant which they used to prepare a multi-municipal comprehensive plan and consistent implementing ordinances. The plan was adopted by both municipalities. Both of these municipalities are rural and wish to preserve that character. Lancaster is especially concerned as one of its adjoing municipalities is vigorously promoting growth. Both townships have created a subdivision/land development ordinance consistent with the plan. Lancaster is also updating its zoning ordinance while Muddy Creek is not interested in this type of control. This project illustrates the ability of municipal participants in the comprehensive planning process to implement the plan independently but consistent with the plan.
